The Auditor General’s role is to audit the finances and activities of the Government of Nova Scotia. They are the auditors of every government department, regulated fund, public service and governmental unit, as well as four government business enterprises, five partnership arrangements, the Nova Scotia Health Authority and IWK Health Centre. They audit so that they can report on how well the government is managing its responsibilities and the province’s resources. They provide independent assurance to the people of Nova Scotia that public money is spent properly and provides value.


Now, we are partnering with the Office of the Auditor General looking to bring a Budget, Finance and Operations Manager to their team located in downtown Halifax.


Reporting to The Deputy Auditor General, the Budget, Finance and Operations Manager (“Manager”) plays a pivotal role in the Office of the Auditor General (“Office), serving as a crucial figure by overseeing financial processes, actively engaging in operational improvement initiatives, and monitoring the execution of the strategic plan. The Manager is responsible for budgeting, forecasting, reporting, ensuring compliance with regulatory standards, supply chain and vendor and contractor management, facilities oversight, risk management, and technology integration to enhance overall operational effectiveness. This role also provides leadership and supervision to one Administrative Assistant.


Responsibilities will include:

 

  • Planning, developing, and coordinating all budgetary and financial reporting functions in accordance with legislation, policies, standards, and requests from central government.
  • Providing financial and technical expert advice to the Executive Leadership Team (“ELT”) on a broad range of topics related to financial management, accounting, and financial analysis of strategic decisions.
  • Advising on the interpretation and application of government core financial policy to ensure all financial operations conducted conform and adhere to financial legislation, government policies, and current accounting standards and principles.
  • Developing, reviewing, and updating office policies and procedures related to all aspects of office financial management, budgeting and reporting. This also includes the development of accounting, expenditure and commitment control procedures; and financial, accounting, and records management systems.
  • Developing annual budget plans and short-term financial forecasts based on input from a variety of sources for ELT’s approval. This includes annual Office budget requests to the Management House Committee and regular expenditure forecasts for internal use and the needs of central government.
  • Preparing the annual performance report and annual business plan for the Speaker of the House and Chair of the PAC, under the direct supervision of the Deputy Auditor General.
  • Facilities management by managing Office lease issues, overseeing physical security of the premises, and managing relationships with property management and maintenance services.
  • Supply chain management by ensuring timely and cost-effective procurement of goods and services.
  • Risk management by identifying operational risk and developing strategies for risk mitigation, including the development of a Business Continuity Plan under the direction of the Deputy Auditor General.
  • Other related duties as assigned.


The ideal candidate will possess:

 

  • Possession of a professional accounting designation (CPA) is ideal.
  • A relevant degree or diploma paired with 5-10 years of similar experience.
  • Experience with end to end budgeting and forecasting, financial performance monitoring and operational risk management would all be essential.
  • Excellent communication skills - verbal and written.
  • Strong organizational and analytical skills.
  • Proven ability to multi-task, stay organized and prioritize in a demanding environment.
  • Strong interpersonal and customer service skills required.
  • High level of self-motivation and energy.
  • Ability to work in a team environment.
