Reporting to the Vice President, Human Resources, the Director, Employee and Labour Relations is accountable for planning, developing and implementing strategic employee and Labour relations services and initiatives to promote effective, fair, respectful and productive labour/management relations between the College and its employee groups and to foster a healthy and productive work environment.   In addition, the Director guides the Human Resources advising/consulting function and ensures effective partnering in the delivery of Human Resources (HR) services to managers and employees.

The Director provides specialized advice, assistance and coaching to directors, managers and other stakeholders to help resolve workplace issues and assist leadership to improve their decision-making capabilities.   The incumbent takes the lead on union relations and is the primary contact with the two union executives. The incumbent develops educational programs and processes and conducts training presentations and seminars on employee and labour relations issues in order to ensure a fair and equitable approach to labour relations with a goal of achieving a high degree of problem-solving approaches.

The Director provides advanced labour relations advice including collective agreement interpretations, bargaining preparations and related activity, local agreements, human rights requirements, and other employment policy and contract interpretations.   The incumbent provides senior-level guidance and advice on labour/management relations, management of grievances/arbitrations, and coordinates central bargaining processes at the local college level. The incumbent supports the management of dispute resolution processes to assist in resolving complaints and grievances and to mediate agreements. The incumbent conducts and oversees investigations into workplace misconduct and workplace harassment complaints. The incumbent also provides oversight and management of all aspects of HR advising/consulting services. The incumbent is a strategic thinker with a collaborative approach and are recognized as an approachable, responsive, and collaborative leader and relationship builder who works effectively in large, complex organizations across diverse teams and stakeholders.

Qualifications

  • Requires a 4-year degree in either Human Resources, Industrial Relations, Social Sciences, Psychology, Business or a related field or an equivalent combination of education and experience.
  • Minimum of nine (9) years of progressive leadership experience in Employee and Labour Relations
  • An HR Professional designation is required (CHRE, CHRL or CHRP).
  • Strategic Leadership Certification or Alternative Dispute Resolution training is considered an asset.
  • Extensive experience dealing with collective agreements and grievances and negotiating local agreements, preferably in the post-secondary educational area or broader public sector.
  • In-depth knowledge of all relevant legislation, the Ontario College sector and Collective Agreements impacting employee and labour relations at the College
  • Experience with the development and delivery of strategic Human Resources functions.
  • Collaborative leader who can coach, mentor and support employee growth and goal achievement.
  • Skilled at dispute and conflict resolution.
  • Highly organized project manager able to deliver on multiple time-sensitive projects with conflicting timelines.
  • Highly developed interpersonal, communication and relationship building skills  
  • Broad understanding and experience of all aspects of Human Resources Management.
  • Proven financial administration, strategic planning and project management skills.
  • Tact, diplomacy and strict adherence to confidentiality.
