Leader, Wastewater Network, on the Linear Infrastructure Delivery (LID) team, you will be responsible for the planning, delivery, and oversight of the City’s sanitary wastewater linear capital infrastructure, including major gravity and pressurized pipe and supporting systems that carry sewage and wastewater from across the city to treatment plants. In this role, you will lead a multi-disciplinary team of engineers and technical professionals to steward the successful delivery of linear capital infrastructure construction projects, including wastewater pipe networks and related infrastructure assets. You will play a critical role as a member of the LID team to ensure that the City’s critical wastewater infrastructure and systems function safely, reliably, and sustainably to support a growing population and protect health and the environment.

Key Responsibilities
- Leadership & Team Development: Lead, coach, mentor, and develop a team of technical and professional staff; oversee recruitment, onboarding, and training; set clear performance expectations; assign and review technical work; and foster a culture of safety, innovation, and collaboration with internal and external partners.
- Linear Infrastructure Capital Delivery: Provide engineering expertise and technical oversight for linear capital projects, including underground pipe, sanitary trunk sewers, tunnels, mains, lift stations, and related infrastructure.
- End-to-End Project Management: Guide projects from concept development and feasibility through consultant selection, planning, design, approvals, estimating, tendering, contract administration, construction management, inspection, and commissioning of water and wastewater capital projects.
- Performance, Safety & Regulatory Compliance: Ensure projects are delivered on time, on budget, and meet standards for performance, safety, and regulatory compliance.
- Strategic Planning & Resource Management: Provide strategic input to multi-year capital budgets; contribute to preparation of the annual operating budget; allocate resources; and develop business processes supporting linear wastewater capital project delivery programs.
- Technical Authority & Cross-Departmental Collaboration: Act as a technical authority for wastewater infrastructure; collaborate with internal and external partners; and ensure integration with stormwater, water, and transportation networks.
Qualifications/Skills
- A degree in Engineering with 8 years of relevant, progressively responsible professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. A degree in Civil or Environmental Systems Engineering is an asset.
- In-depth knowledge and experience in wastewater pipelines and systems or municipal linear infrastructure, with demonstrated experience leading capital infrastructure programs or major projects.
- Strong knowledge of hydraulics, pipeline systems, and asset management principles.
- Experience with formal leadership and supervisory duties of staff, including mentoring, coaching, and developing technical and professional teams, is considered an asset.
- A Project Management Professional (PMP) designation and experience with project tracking software are considered assets.
- Equivalent combinations of education and experience may be considered.
- Excellent communication, relationship management, and people leadership skills, with the ability to manage change and collaborate effectively across City departments and with internal and external partners.
- Highly developed strategic thinking, analytical, planning, and problem-solving skills, along with strong project management abilities and the capacity to make sound decisions in a complex, high-profile environment.
- Strong systems thinking with the ability to analyze situations, evaluate options, foresee potential outcomes, and make informed decisions.
- Aligning with City corporate values, demonstrated success in building, developing, and leading strong teams, leading and managing change, and establishing and maintaining strong and positive working relationships.
What is Offered to Staff
- Rate of Pay: $148,900-186,100
- Hours of Work: This is a non-union position that works Monday-Friday 35 hours per week.
