Director, Human Resources
Reporting to the Vice President Finance and Corporate Services, the Director of Human Resources develops and implements best practices and people strategies and services which contribute to the goals and strategic business plans of the College. You will be responsible for compliance with all federal and provincial employment legislation, interpretation and application of the Collective Agreements for Academic and Support Staff employees; and the Terms & Conditions of Employment for Administrative Staff. You will also direct the implementation and administration of executive directives with respect to people practice and policy for all College staff. The Director provides advice and counsel to all levels of management with respect to these responsibilities. As Director, you will also act as the primary point person responsible for building sound labour relation practices and building relationships with a variety of internal and external labour relations stakeholders.
Key Responsibilities
Labour Relations 30%
- Anticipates and proactively acts to address emerging labour relations issues.
- Interprets and provides sound advice to all levels of management on matters pertaining to any issue with respect to people in the organization. This includes any employment matter including the application of Collective Agreements and the Administrative Terms & Conditions of Employment and ensures appropriate levels of compliance.
- Familiar with applicable legislation, arbitration awards and proper contractual procedures.
- Directs the grievance process, assists in preparation of supporting material, attends arbitration hearings as College representative and maintains local and provincial grievance histories for referral of College managers.
- Creates settlement agreements and/or proposals and seeks agreement with all imaginable internal stakeholders necessary to secure such agreements.
- Manages lay-off/displacement process for employees identified as surplus including making initial determination of reassignment. Provision of consultative service to all levels of management and preparation of correspondence.
- Coordinates the discipline and termination process and provides advice to all levels of management.
- Works closely with OPSEU Local Executives discussing actions taken, interpretation of Collective Agreements etc.
- Acts as liaison between the Union and the College on matters requiring continuing discussion outside of committee meetings and determines if committee meetings are required.
- An active member of Academic and Support Staff Union/College Committees, as well as the Employment Stability Committees Chair of WMG Committee and WRA process
- Proactively works to build positive labour relations while managing correct application of collective agreements.
Departmental Management, Planning and Reporting 20%
- Provides leadership and direction to Human Resources, Compensation and First Aid and Health Services Centre; takes initiative; is proactive in anticipating and addressing issues.
- Ensures the departmental team is up to date on issues and functioning at a high performance level.
- Develops departmental goals for three departments and objectives consistent with divisional planning and strategic objectives of the College and ensures progressive movement of staff and services towards said goals.
- Reviews, updates, approves H.R. processes, expenditures and policies keeping current and effective.
- Proactively plans for and implements change in a measured, methodical manner and ensures appropriate positive communication of same.
- Supervises appropriate use and management of HRIS system.
- Uses analytical and planning skills to organize and manage departmental budgets in a fiscally responsible manner.
- Responsible for the setting of departmental goals and future directions in a team environment.
- Shares in the development, implementation and monitoring of the team’s plans and objectives.
- Ensures the teams are up to date on issues, directions and problems, both College-wide and departmentally. Promotes flow of communications to and from staff and across the College.
- Secures and develops contracted service with medical professionals for the College’s FAHS Centre; eg: physician, massage therapist, immunization clinic and smoking cessation clinic
- Develops goals and objectives consistent with the College’s Strategic Goals, establishes and implements policies, procedures and standards. Reviews department performance and implements changes as required to improve services.
Acts as an HR/OD Resource to College 30%
- Anticipates developing issues and acts to educate executive, managers and staff to take corrective measures.
- Provides advice to all levels of management on employment legislation, collective agreements, labour relations issues, and legislative matters relative to Human Resources.
- Assists with/anticipates/provides supervisory training on multiple H.R. issues such as documentation of staff, supervisory responsibilities, etc.
- Ensures appropriate and consistent application of preventative H.R. strategies including, but not limited to performance appraisals, etc.
- Ensures compliance with F.O.I. and adjudicates request for access to information.
- Prepares reports for F.O.I. Commission.
- Co-ordinates responses to Human Rights, Ombudsman complaints, etc.; acts to ensure that measures are in place to avoid/prevent complaints by compliance with legislation.
- Ensures College-wide recruitment standards, processes and procedures are in compliance with applicable legislation, and ensures effective and appropriate recruitment practices are in place and applied consistently.
- Ensures procedures are in place to provide notification to academic employees of deadlines for Prepaid Leave & Professional Development Leave requests. Formulates Prepaid Leave Plan Agreements, Professional Development Leave Agreements, Job Sharing Agreements, and agreements for special leaves, secondments, etc.
- Responsible for the College’s corporate Professional Development Plan for all staff by reviewing the strategic need of the organization and working with a variety of partners to create appropriate and targeted professional development
Job Evaluation Systems, Corporate Communications, and other duties as assigned 20%
- Provides guidance to supervisors re impact of classification on salaries and organizational structure; anticipates and acts to prevent foreseeable issues.
- Finalizes position description for management and staff including review of responsibility overlaps, accuracy of information, participates in the job evaluation process, maintains evaluation records and implements changes to evaluation.
- Co-ordinates implementation and evaluation of administrative job fact sheets, staff evaluation programs and application of salary increases.
- Provides institutional guidance on corporate internal and external communications
- Acts as media communications liaison
- Facilitates interaction between media and internal representatives; acts as public face of college as required for communication and media relations
Qualifications
- Relevant University Degree (Business, Human Resources Management)
- Master’s Degree (eg. MBA) would be considered an asset
- CHRL (Certified Human Resources Leader) or CHRP (Certified Human Resources Professional) designation required
- Minimum 7 years’ experience in a Human Resources leadership role
- Advanced proficiency in Microsoft Office Suite (Outlook, Excel, Power Point, Word, Etc.)
- Ability to maintain a high level of professionalism and confidentiality
- Comprehensive and current knowledge of Human Resource management principles and practices, and ability to apply this knowledge to respond to complex problems and develop creative, effective, and strategic solutions
- Demonstrated ability to direct on, apply and interpret a range of legislation, policies, and collective agreements
- Demonstrated ability to build and maintain effective and productive relationships with key stakeholders such as employees, unions, and external contacts
- Strong labour relation skills
- Knowledge of relevant case laws jurisprudence
- Strong problem solving and conflict resolution skills
- Excellent interpersonal and team building skills to work effectively within a collaborative team environment
- Ability to work independently, establish appropriate priorities, and multi-task.
