We are pleased to be partnered with them to bring a Manager, General Accounting & Capital to their team in Halifax, Nova Scotia. This role offers a hybrid working structure.


Reporting to the Director, Financial Accounting & Reporting, the Manager, General Accounting & Capital (“Manager”) is a subject matter expert in accounting standards and provides day to day coaching and support to the staff of the Financial Accounting & Reporting portfolio of the Financial Services and Treasury Department. The Manager is responsible for validating the integrity of the financial statements and reports delivered to both internal and external stakeholders.


The Manager is responsible for the monthly GL account reconciliations, financial reporting compliance, Board key performance information (KPI) reporting, financial statement audit coordination, oversight of the capital accounting function, implementation of new and existing accounting policies.  Reviewing the Tangible Capital Assets (TCA) report—including ensuring proper accounting treatment for asset acquisitions and disposals, as well as accurate classification, presentation, and disclosure of the organization’s TCAs—will be a key responsibility of this position. 


Responsibilities as Manager will include:
 
  • Providing high quality accounting opinions and recommendations within a framework of national accounting standards and legislation for complex accounting and financial issues while balancing the varying fiscal priorities of IWK.  This is achieved through exercising professional judgment and understanding the specific needs of the entity.  
  • Delivering high quality TCA reporting through application of appropriate accounting policy and processes including internal order creation and settlement process.
  • Developing proactive long range strategic oversight and coordination to ensure continued integrity of IWK’s periodic and annual reporting process.
  • Building and maintaining internal stakeholder relationships with senior IWK leaders and employees related to general accounting and reporting.
  • Leading and motivating a high-performance general accounting, capital and reporting management and oversight team promoting quality work, high levels of compliance and controls.  
  • Advising and collaborating with the Financial Services & Treasury department on implementing processes to adhere to compliance requirements through presentations, workshops, and various sessions.
  • Leading a fiscally responsible team by championing and following sound financial management through accurate monitoring and reporting in accordance with Department of Health and Wellness, CIHI/MIS and Public Sector Accounting standards.
  • Leading, development planning and testing of new accounting systems modules or upgrades to existing systems to ensure accurate reporting and effective IT general controls are maintained for the organization.  

The ideal candidate will possess:
 
  • CPA designation.
  • Undergraduate degree in business administration/commerce or equivalent required.
  • 7+ years’ experience in financial administration coupled with 3+ years of leadership experience, preferably in a financial services environment (an equivalent combination of education, related experience and other relevant qualifications may be considered).
  • Strong technical knowledge of auditing processes and requirements, including CICA’s respective GAAP and GAAS standards, as well as Public Sector Accounting Standards, public sector capital infrastructure processes, legislation, etc.
  • Experience in engaging, mentoring, and empowering teams and stakeholders in a collaborative, participative manner to respond to the mission, vision, goals, and objectives an organization and optimize team effectiveness.
  • Experience in front-end systems and all processes that feed into the accounting system.
  • Ability to develop and establish financial policies and procedures.
  • Excellent collaboration and communication skills.
  • A leadership style that is driven, energetic and has a high degree of professional integrity.
  • A commitment to focusing on a culture that provides customer service beyond what is expected.
  • Forward thinking to ensure proper mechanisms are in place to support the evolution of the IWK financial services department.
  • Ability to identify emerging trends, needs and challenges and drive and implement innovative thinking and change within the organization.
  • Experience in a healthcare / clinical setting is considered an asset.
