Municipal Infrastructure Group Leader

Wills, a multi-discipline firm that offers engineering solutions, environmental services, and land use planning services in Peterborough and across Ontario is seeking a dynamic leader to take the helm of their growing Municipal Infrastructure Engineering Group.

As the Municipal Infrastructure Engineering Group Leader, you’ll oversee day-to-day operations while fostering innovation, collaboration, and technical excellence. Your leadership will directly influence the growth, quality, and future direction of the department.

The Role
In this position, you’ll oversee and lead a group involved in a variety of municipal infrastructure projects, including:
  • Road, utility, sewer, and main renewals.
  • Intersection design and traffic management.
  • Asset management studies.
  • Stormwater management and drainage projects.
  • Water and wastewater capacity studies.\
  • Water distribution network design.
Key Responsibilities:

Quality Assurance & Technical Leadership
  • Provide technical leadership, mentorship, and guidance on projects.
  • Stay current with emerging technologies, industry trends, and regulatory changes, integrating innovations where appropriate.
  • Conduct regular project reviews to ensure technical excellence and compliance with standards.
  • Lead the Group’s continuous improvement initiatives, evaluating and optimizing service delivery and quality programs.
  • Develop and oversee quality assurance and control processes within the Group.
Project Procurement & Business Development
  • Lead business development initiatives to secure new municipal infrastructure opportunities and expand the firm's market presence.
  • Foster strong client relationships and maintain key internal and external client contacts.
  • Oversee and contribute to the preparation of competitive, strategic proposals (RFPs, RFQs, EOIs).
  • Create plans to win new business, highlight key advantages, set pricing strategies, and decide when/how to partner with other departments or companies.
  • Represent the firm at industry events, conferences, and networking opportunities.
Staff Development & Team Management
  • Provide leadership, direction, mentorship, and performance management to Group staff.
  • Facilitate professional development, training opportunities, and career growth plans for team members.
  • Participate in recruitment, onboarding, retention strategies, and termination processes when necessary.
  • Foster a positive, collaborative, and high-performing team culture, including leading regular team meetings and promoting knowledge sharing.
  • Promote a strong health and safety culture, ensuring compliance with all safety requirements and fostering a safe workplace environment.
Project Management & Delivery
  • Oversee the successful delivery of municipal infrastructure projects from initiation through to completion.
  • Oversee resource allocation, balancing workloads across teams for optimal efficiency.
  • Implement project controls, including cost tracking, risk management, schedule adherence, and client reporting.
  • Ensure all project targets, deliverables, and timelines are achieved, meeting client expectations.
  • Ensure understanding and compliance with relevant local, provincial, and federal regulations on a project-by-project basis.
Strategic Leadership & Department Collaboration
  • Collaborate with the Department Manager to develop long-term strategic priorities, systems, policies, and programs from a service line perspective.
  • Promote and uphold the Department’s mission, vision, and values both internally and externally.
  • Participate in departmental planning, ensuring alignment with company objectives and market opportunities.
Financial
  • Oversee Group and project budgets and financial performance, ensuring financial objectives and project profitability targets are met.
  • Ensure all Group members meet established project and financial targets.
Significant Qualifications:
  • Bachelor’s degree in Civil Engineering.
  • Licensed Professional Engineer (P.Eng.) in Ontario, registered with PEO.
  • 5–10 years of relevant experience, including:
    • Minimum 2 years of management experience.
    • Proven expertise in project management, proposal submissions, risk management, and technical design.
  • Strong understanding of engineering, planning, environmental, and construction principles, regulations, and best practices.
  • Extensive knowledge of budget development and financial management within the consulting industry.
  • In-depth knowledge of the Ontario Health and Safety Act, as well as other applicable legislation related to staff supervision and fieldwork.
  • Advanced proficiency in Microsoft Word, Excel, and PowerPoint.
  • Excellent communication, mediation, and negotiation skills.
  • Strong analytical, organizational, and problem-solving abilities.
  • Demonstrated ability to manage multiple projects and meet critical deadlines.
  • Committed to delivering exceptional client service, ensuring effective communication and prompt responses throughout the consultation process.
  • Ability to provide excellent client service during the consultation process by keeping stakeholders informed and responding to inquiries promptly.
