The Opportunity
This is a rare executive leadership opportunity to oversee one of Canada's most significant military support operations. As the senior site executive, the Senior Program Director is accountable for the overall performance, profitability, and contractual success of Serco's operations at 5 Wing Goose Bay. Leading a diverse portfolio that includes air operations, facilities management, engineering, emergency services, and logistics support, you will play a critical role in ensuring operational excellence while serving as Serco's primary executive representative to military leadership and key stakeholders.
Reporting within Serco's senior leadership structure, you will provide strategic, financial, and operational leadership while ensuring the safe, compliant, and efficient delivery of all contracted services.

The Opportunity
This is a rare executive leadership opportunity to oversee one of Canada's most significant military support operations. As the senior site executive, the Senior Program Director is accountable for the overall performance, profitability, and contractual success of Serco's operations at 5 Wing Goose Bay. Leading a diverse portfolio that includes air operations, facilities management, engineering, emergency services, and logistics support, you will play a critical role in ensuring operational excellence while serving as Serco's primary executive representative to military leadership and key stakeholders.
Reporting within Serco's senior leadership structure, you will provide strategic, financial, and operational leadership while ensuring the safe, compliant, and efficient delivery of all contracted services.
What You Will Do:
- Provide overall leadership and direction for all contracted services and ongoing operations at 5 Wing Goose Bay.
- Ensure contract performance objectives, service levels, and customer expectations are consistently achieved or exceeded.
- Maintain full accountability for program financial performance, including budget management, forecasting, cost control, and profitability.
- Lead and develop a multidisciplinary management team across operational and support functions.
- Foster a culture of accountability, safety, professionalism, and continuous improvement.
- Serve as Serco's senior representative and trusted partner to military leadership and customer stakeholders.
- Build and maintain strong relationships with government partners, Indigenous communities, suppliers, and industry stakeholders.
- Ensure compliance with contractual, regulatory, environmental, safety, and security requirements.
- Identify, assess, and mitigate operational, financial, contractual, and reputational risks.
- Oversee health, safety, environmental, and emergency preparedness programs across the site.
- Drive operational efficiencies and pursue opportunities for contract growth and service enhancement.
- Support business development initiatives, proposal efforts, and future contract opportunities.
- Align site operations with Serco Canada's strategic priorities and long-term objectives.
What You Bring:
- Bachelor's degree in Business, Engineering, Aviation Management, Facilities Management, Commerce, or a related discipline.
- MBA or other advanced degree considered a strong asset.
- PMP certification or equivalent designation is an asset.
- Minimum 15 years of progressive senior leadership experience within large, complex operational environments.
- Demonstrated experience leading large-scale programs, contracts, or service delivery operations.
- Strong financial management experience, including budget ownership and P&L accountability.
- Experience within military, defence, aviation, airport operations, infrastructure, engineering, or facilities management environments.
- Proven ability to lead large multidisciplinary teams in both unionized and non-unionized settings.
- Strong contract management, stakeholder engagement, and commercial acumen.
- Knowledge of risk management, governance, and regulatory compliance frameworks.
- Exceptional leadership, communication, and relationship-building skills.
- Ability to obtain and maintain a Secret Level II Security Clearance.
- This is a full-time, permanent leadership opportunity with Serco Canada.
- The position is based in Goose Bay, Labrador, supporting a mission-critical operation that plays an important role in Canada's defence and military readiness capabilities.
