Meridia Recruitment Solutions has partnered with the Nova Scotia Credit Union Deposit Insurance Corporation (NS CUDIC) on their search for an IT Risk & Operations Lead to join their team.

NS CUDIC is responsible for providing deposit insurance and stabilization programs for Nova Scotia credit unions and caisses populaires. As the primary regulator for Nova Scotia credit unions and Atlantic Central, NS CUDIC ensures the credit union system’s adherence to the prudential standards of sound business and financial practices and, when necessary, takes remedial action to mitigate risks and ensure the stability of the system.

Position Scope:
Reporting to the Director, Regulation and Risk Management, the IT Risk & Operations Lead is a multi-faceted role responsible for the integrity, security, and evolution of NS CUDIC’s digital ecosystem. This individual serves as the internal technical authority and the primary bridge between strategic risk management and technical execution.  The Lead will manage all external vendor relationships and ensure that technology enables the corporation to preserve the stability of the provincial credit union system.

Responsibilities:
  • Cyber Security & Risk Management: Lead the development and management of NS CUDIC’s integrated digital and cybersecurity framework; identify and assess emerging risks and recommend mitigation strategies in line with NIST and ISO standards.
  • Policy Development: Develop, review, and implement NS CUDIC IT Policies (e.g., mobile phone policy, acceptable use, and remote work protocols) to ensure organizational alignment and security.
  • Vendor & Stakeholder Management: Act as the primary technical lead and liaison for external third-party service providers (e.g., League Data, OutsourceIT, Beauceron Security) to ensure service level agreements and security standards are met.
  • Systems & Infrastructure: Oversee the implementation, integration, and security of the systems, tools, and networks that make up NS CUDIC’s technology ecosystem, including MS Office 365 and cloud environments.
  • Data & Reporting: Manage and optimize critical regulatory databases; develop and maintain dashboards (KPIs/KRIs) for the Board of Directors to provide visibility into the health of the credit union system.
  • Training & Culture: Facilitate workshops and tabletop exercises for staff and the Board of Directors to explain security risks, trade-offs, and expectations in clear, practical terms.
  • Operational Support: Coordinate technical support for all IT service areas, manage onboarding/offboarding for employees, and lead the response to any security incidents.
  • Business Continuity: Maintain and update business continuity planning (BCP) annually to ensure organizational resilience
Position Requirements:
  • Relevant Experience: 5+ years of experience in IT operations, systems administration, or IT risk management, preferably within a financial institution or a highly regulated environment.
  • Technical Knowledge: Strong proficiency in configuring and supporting Microsoft 365, Windows environments, and cloud-based applications.
  • Cybersecurity Expertise: Solid understanding of cybersecurity frameworks (NIST CSF, ISO 27001) and experience integrating risk considerations into solution design.
  • Data Literacy: Experience managing databases and a proven ability to use data visualization tools to report on key performance and risk indicators.
  • Communication Skills: Exceptional ability to translate complex technical concepts into clear business impacts for executives and non-technical stakeholders.
  • Vendor Oversight: Proven experience managing and auditing third party IT service providers and vendors.
  • Educational Background: Post-secondary education in Computer Science, Information Technology, or a related field. Professional certifications (e.g., CISSP, CISM, or CISA) would be considered an asset.
